Participatory Drought Management in the Community: A Case Study of Khok Sato Subdistrict, Rueso District, Narathiwat Province

Abstract

This research aimed to study the patterns and characteristics of participatory drought management by community members in Khok Sato Subdistrict, Rueso District, Narathiwat Province. The study employed a qualitative research methodology. Data were collected through semi-structured interviews with 10 key informants, including community leaders, government officials, and local residents. The data were analyzed using content analysis.


            The findings revealed that participatory drought management in the community is characterized by practical participation under the supervision of the government. The forms of participation can be classified into four aspects: (1) participation in decision-making, (2) participation in implementation, (3) participation in monitoring and evaluation, and (4) participation in benefit-sharing. Community members play an important role in proposing solutions to drought problems, contributing labor to develop water resources, and managing water resources at the community level. However, limitations were found in terms of budget constraints, knowledge, and coordination between government agencies and the public.
